CSC full form: History, Objectives, Services 

Common Service Center (CSC) is an initiative by the government of India to establish locations with computers that are freely available for citizens to use. These centres allow citizens in rural areas to access digital government resources and business services. It is also spelt Common Service Centre.

History of Common Service Centers

  1. The history of Common Service Centers (CSCs) traces back to the early 2000s in India. CSCs were introduced under the National e-Governance Plan (NeGP), aimed at transforming service delivery through digital technology. Launched in 2006, CSCs sought to bridge the digital divide by bringing government services closer to citizens, particularly in rural and remote areas.
  2. The initial phase witnessed the establishment of thousands of CSCs across the country, offering essential services like birth certificates, utility bill payments, and internet access. These centres acted as touchpoints for citizens to interact with government services digitally, thus reducing the need for physical visits to government offices.
  3. As technology advanced, so did the scope of CSCs. They evolved into comprehensive service hubs, delivering a wider array of services ranging from banking and insurance to telemedicine and digital literacy programs. Objectives of Common Service Centre

The scheme is implemented in the Public-Private Partnership format. Some of the objectives are:

  • Offer service to private sectors 
  • To play an important role in the development process of rural India and to promote livelihood
  • It is a one-stop solution for several B2C and G2C services
  • Focus on entrepreneurship in the rural areas
  • It offers to act as an agent for various Non-Government and Government services
  • Special importance is given to the community’s needs

Services offered by Common Service Centres

It will provide high-quality and cost-effective voice, data, and video services and content in the various public and private sectors. Web-enabled e-governance will be offered by CSCs in rural areas. With G2C, B2C, and B2B services various other services and content offered are:

  • Education and Training services
  • Health Services
  • Agriculture services
  • Entertainment services
  • Utility services
  • Rural Banking and insurance services
  • Commercial services 

Structure of Common Service Centre

The Public-Private Partnership model is based on the structure of a 3-tier:

  1. The State Designed Authority is responsible for executing and managing the common service centre services all over the state 
  2. The owner of CSC will guide the Service Center Agency in setting up the common service centre and deciding the locations for CSC. They will promote CSC through promotional campaigns in rural areas. Service Center Agencies will be operating 500 to 1000 common service centres.
  3. The operator of the CSC will be the Village Level Entrepreneur and a total of 6 villages will be operated by him.

Reason to set up the Common Service Centres

The primary motivation for implementing the Common Service Center program was to eliminate the need for intermediaries. Establishment of collective industrial units aimed at eliminating society’s dependence on the middle class. In many ways, intermediaries have deceived citizens in the past. This G2C (government to citizen) service model ensures that benefits no longer go to the middle class. Instead, services are directly accessible to the general public, leading to complete transparency. Additionally, the policy addresses the issue of inadequate publicity of government work prices, which was often attributed to bribery and other forms of corruption.

As part of this plan, a dedicated Special Purpose Vehicle (SPV) was introduced to ensure efficiency and progressive development of e-government activities CSC e-Governance Services India Ltd. This SPV called, was formally incorporated under the provisions of the Companies Act 1956 on 16 July 2009.
